The purpose of the survey is to: 1) measure changes in the size and compilation of the private rented sector and in rents between 1988 and 1990, that is, after the 1988 Housing Act; 2) examine the use being made in 1990 of two new types of tenancy, Assured and Assured Shorthold.

Multi-stage stratified random sample

The sample consisted of all privately renting households included in the 1988 Survey of Private Renters (not held at the Data Archive) and private renters identified in the 1990 Labour Force Survey.
