Gre za drugo (komparativno)raziskavo o možnostih izboljšanja prometne ureditve v Ljubljani prek analize percepcije zgoščevalne takse. Termin zgoščevalna taksa (congestion charging) označuje različne modele razreševanja cestno-prometne preobremenitve, prek katerih se od udeležencev v prometu (navadno predvsem uporabnikov osebnih vozil) zahteva plačevanje finančnega nadomestila za uporabo določenega segmenta cestnega omrežja na danem, navadno urbanem področju. Sam koncept zgoščevalne takse izhaja iz predpostavke, da raba osebnih vozil v prometu v specifičnih okoliščinah lahko proizvaja različne negativne učinke - eksternalije, denarno nadomestilo pa v tem kontekstu deluje kot mehanizem internalizacije teh stroškov oziroma kompenzacije zanje. V raziskavi smo poleg merjenja stališč, mnenj in percepcij anketirancev o možnosti uvedbe nadomestila za vstop v mesto z avtomobilom anketirance prevpraševali še po drugih ukrepih , ki naj bi bili implementirani v okviru projekta CIVITAS Elan, zlasti pa o sistemu Parkiraj in se odpelji (P + R) - parkirišča na robu mesta, prvenstveno namenjena dnevnim migrantom v mesto, ki naj bi tam pustili osebni avtomobil in pot nadaljevali s katero od drugih voznih alternativ (mestni avtobus, kolo). Poleg konkretnih vprašanj o obeh tematikah smo v vprašalnik umestili še vprašanja, s katerimi smo merili druge relevantne sociokulturne razsežnosti obeh ukrepov – od posameznih mobilnostnih preferenc (vozne navade, naklonjenost možnim usmeritvam prometne politike in podobno) do demografske strukture (izobrazba, starost, delovni status itd.) anketirane populacije.
This is the second of two studies that analyze the possibility of improving traffic regulation in Ljubljana based on the public perception of congestion charging. The term congestion charging denotes different models of solving road congestion, in which the road users (especially automobile users) are required to pay financial compensation for the use of a particular segment of the road network in a given, usually urban area. The very concept of congestion charging is based on the assumption that the use of personal vehicles in circulation in specific circumstances can produce different adverse effects – externalities. Payment for the use of a specific road in this context acts as a mechanism of internalization of these costs i.e. as a form of compensation for externalities. The study not only measured the views, opinions and perceptions of respondents about the possibility of introducing compensation for car entry into specific areas of the city, but also investigated the perception of other measures to be implemented within the CIVITAS Elan project, in particular the concept of park-and-ride (P and R), use of alternative modes of transport of commuters. In addition to questions on both topics, the questionnaire also covered other relevant socio-cultural dimensions of project measures – e.g. individual mobility (driving habits, preference on transport policy etc.) and demographics (education, age, working status etc.) of population surveyed.
