Research on Internet in Slovenia

Zaradi kontinuitete podatkov je v vprašalniku večina vprašanj, ki so bila postavljena v prejšnjih dveh letih. Leta 1998 je bil vprašalnik RIS razširjen še na mnenja in ocene o namenu uporabe, možnostih uporabe, razlogih za (manjšo) intenzivnost uporabe, posledicah, ki jih uporaba prinaša, področjih uporabe, interesu za elektronsko komuniciranje. Vprašanja so bila postavljena v dveh vprašalnikih - eden je bil namenjen ravnatelju, drugi pa tisti osebi, ki se v instituciji ukvarja z dejavnostmi, ki so povezane z uporabo interneta (računalničarju). Nekatera vprašanja so bila postavljena v obeh vprašalnikih. Oba odgovarjata na vprašanja številu računalnikov v zavodu, dostopom do interneta, o zadovoljstvu s številom in zmogljivostjo računalnikov, programsko opremo, za katere dejavnosti internet uporabljajo, kako močno posamezni dejavniki zavirajo uporabo interneta, ocenijo tudi uporabo interneta v naslednjem letu, pomembnost interneta za dejavnost zavoda, pozitvne oz. negativne posledice uporabe in zadovoljstvo s poznavanjem interneta v zavodu. Ravnatelju so posebej namenjena vprašanja o virih financiranja računalniške opreme, možnostih komuniciranja s posameznimi subjekti in ocena pomembnosti posameznih vzgojno-izobraževalnih komponent. Računalničar odgovarja na vprašanja, ki se tičejo tehničnih vidikov opremljenosti (lokalno omrežje, ISDN priključek, način dostopa do interneta, uporaba posameznih storitev, domača stran, možnosti učencev, da uporabljajo internet, uporaba pri posameznih šolskih predmetih, ocenijo tudi ponudnika dostopa). Med podatki so še funkcija osebe, ki je izpolnjevala anketo, tip šolskega zavoda, število zaposlenih in število učencev (dijakov, otrok) v organizaciji ter regija.

The survey of school institutions was conducted in June 1998. Most of the questions were from last two years surveys. In 1998 the questionnaire was expanded. Questions about opinions and estimation of purpose, possibilities of use, reasons for (smaller) use intensity, consequences that usage brings, fields of use and interests for electronic communication. It included headmasters and information technology managers. Altogether the survey covered almost 600 educational institutions: kindergartens, primary schools, secondary schools, dormitories for pupils. More than 80% of schools have access to the Internet, 93% of secondary schools and 80% of primary schools, which is similar to the percentages of developed countries. However, in most cases the Slovenian schools access the Internet only by modem, while - for instance - in USA (1997) half of public schools with access (primary and secondary) have at least five class-rooms equipped with the Internet (direct Internet access). In Slovenia one fifth of schools do not even have such class-room and most of the other schools have only one. An even greater difference between Slovenia and developed countries reflects the proportion of students and computers connected to the Internet. Regarding homepages, the proportion of schools with their own homepage has increased from one quarter (1997) to one third (1998). Among secondary schools it is even higher, nearly two thirds. Some interesting findings regarding Internet access in primary and secondary schools can be shown, if we compare results based on the RIS 96, RIS 97 and RIS 98 surveys. In 1996 (RIS 96), 48% of school institutes had access to the Internet. In 1997 (RIS 97) the share of institutes with access to the Internet increased to 55% and in 1998 (RIS98) the share reached 81%. Among high schools, the percentage of those with Internet access was 90% in 1996, 91% in 1997 and 92% in 1998. A significant increase can be noticed in primary schools - in 1996 the percentage of primary schools with Internet access was 26%, in 1997 it increased to 54% and in 1998 it went up to 86%. Why is the Internet not used to a larger extent? Firstly, because there is a lack of funds, secondly because there is a lack of knowledge and last but not least, respondents cited that the infrastructure was inadequate.
